#2: What is the dispute over the quota of medical students from other provinces in Punjab?

Aliza Komal is a student from Balochistan and has topped her board in FSC Pre-Medical. He cleared the exam in September 2019 and has been waiting for admission to the quota seats allotted to other provinces in Punjab for the past eighteen months.

When she appeared for the FSC exam, she was very excited because she was sure that with distinction she would get admission in a top medical college in Punjab province, but her excitement turned to disappointment when the FSC After topping I, he started getting information for admission in medical colleges of Punjab. She says that unlike in the past, now the admission procedure for medical students in Punjab has been completely changed.

Talking to Urdu News, Aliza Komal said that seats were reserved for the top students in the best medical colleges of Punjab, which include King Edward Medical College, Fatima Jinnah Medical College and many other big institutions. The procedure which has been in place since 1972 was that students topping the boards of other provinces got admission in these good colleges even though the seats were very few but it was very satisfactory.

He said that seats were reserved for the toppers on open merit, but now the policy has been suddenly changed in January 2021. It used to be that top students from Balochistan got admission in Punjab and Sindh after waiting for a year, but now under the new policy, the federal quota for girls has been completely abolished and for boys in major medical colleges. Quota has been abolished and they have been sent to small medical colleges in Punjab.

Aliza Komal said that open merit seats were reserved for topping students, but now the policy has been suddenly changed in January 2021.

The issue of ending the quota of students from other provinces in the colleges of Punjab is currently becoming a national controversy and all the affected parties of this decision have protested against it to the Punjab government.

Balochistan Governor Amanullah Khan Orkazai has also written a letter to Punjab Chief Minister Sardar Usman Buzdar in this regard.

According to the contents of this letter received by Urdu News, the governor of Balochistan has appealed to reconsider the decision to end the quota of top medical colleges in Punjab.

Governor Balochistan has written in the letter that 'a delegation of students has brought to my knowledge that the best medical colleges of Punjab including King Edward Medical College, Allama Iqbal Medical College, Nishtar Medical College, Punjab Medical College, Quaid-e-Azam Medical College. And Fatima Jinnah Medical University is included, the topper students of MD CAT of Balochistan were admitted and this tradition has been well established since 1900.

According to the text of the letter, recently the Punjab government has removed the quota of students in these colleges and they have been transferred to the semi-urban areas of Punjab. Balochistan students are a capital not only for Balochistan but also for Punjab and Pakistan. I would like you to personally take interest in restoring the quota of Balochistan in the most important colleges of Pakistan.

Pakistan's National Assembly Deputy Speaker Qasim Khan Suri has also written a similar letter to Punjab Chief Minister Sardar Usman Buzdar.

According to the copy of the letter received by Urdu News, the Deputy Speaker has recommended the Punjab Chief Minister to restore the old policy to the extent of Balochistan students. Earlier on January 30, the Balochistan Health Department had also requested the Provincial Health Department of Punjab to restore the quota with the same words.

However, Provincial Health Minister of Punjab Province Dr. Yasmin Rashid says that the quota for other provinces in the medical colleges of Punjab has not been affected.

In a written statement given to Urdu News, he has explained the situation in a way that 'Rumours about seats in medical colleges are baseless, Punjab has always played the right of being a big brother. In the medical colleges of Punjab, 335 seats are reserved for the rest of the provinces, which becomes the number of approximately three medical colleges.

According to the statement, all the rumors about the decrease in the seat of a province are baseless and fabricated. Two seats have been reduced due to Sheikh Zayed hospital going back to the federal government. We have quota of seats for Sindh, Azad Jammu Kashmir, Balochistan, FATA and Khyber Pakhtunkhwa. 55 seats of Gilgit-Baltistan are also present. Sheikh Zayed's quota of two seats has also been increased and the number has been completed.

However, a senior official of the health department has told Urdunews on condition of anonymity that the matter is not as simple as the Punjab health department is officially telling.
